Centro Servizi Doganali S.p.A. was founded in 1980 to deal exclusively with customs operations, namely import/export clearance services, including under the simplified procedure obtained through a special ministerial licence. Since then, the company’s goal has been customer satisfaction, and its policy aims to keep updating its services and broadening its expertise. The daily pursuit of these goals has brought real change.

Over the years, Centro Servizi Doganali S.p.A. has gradually grown to become a leader in its field. Today the company has a team of fifteen highly specialised people, including employees and managers. It constantly renews its departments to meet clients’ requests and needs, developing tailored projects and solutions to tackle the challenges of foreign markets.

In 1993, the abolition of internal border controls within the Community led to a new department specialising in intra-Community VAT, providing advice and preparing Intrastat declarations.

In 1995, building on our experience and on clients’ requests, a further department was created to provide a Simulated Tax Audit service at clients’ premises, for the correct management of foreign trade, both within the EU and with non-EU countries, in order to identify accounting errors and/or administrative issues in advance.

In 1997, Centro Servizi Doganali S.p.A. moved to new premises, including offices and a warehouse at the Pordenone Interporto. This investment opened up further market opportunities. In 1998, the company was authorised to operate its warehouse as a type E customs warehouse, allowing clients’ non-EU goods to be stored with customs duties and VAT suspended. In 1999, it was authorised by the Regional Revenue Directorate of Trieste to operate a special VAT warehouse in Pordenone, allowing companies to import goods without paying VAT.

Since 2007, every computerised export declaration has been assigned an MRN (Movement Reference Number), through which a dedicated CSD service checks that the goods have correctly left the Community and provides the client with proof of export, supporting the VAT exemption applied on the related export invoices.

In 2008, Centro Servizi Doganali S.p.A. obtained AEO certification (Customs and Security) from the Italian Customs and Monopolies Agency, and in 2018 received a certificate of merit from the same Agency for its proven level of customs reliability. From 2009, CSD opened further customs warehouses in northern and southern Italy, including the islands. Since 2010, CSD’s presence at clients’ premises has grown considerably through authorised customs locations, allowing many companies across north-east Italy to receive and ship goods directly from their plants.

Since 2011, a dedicated team has provided tax and customs advice on foreign trade, preferential and non-preferential origin, customs classification, approved exporter status, AEO and more.

Since 2014, we have delivered in-house training courses on customs topics.

Since 2019, we have worked alongside software houses and IT managers to automate customs procedures within our clients’ companies.

Marco Pecorari

Born in Gorizia in 1967, in 1986 he qualified as an accountant and programmer, then studied Business Economics at the Faculty of Economics of Ca’ Foscari University of Venice.

He joined CSD in 1992 to train himself and part of the customs staff on INTRASTAT, as customs barriers were being abolished with the new rules in force from 1993.

He then worked alongside the head of customs to learn the field, in both the Intrastat and Customs departments. In the late 1990s he worked alongside Ennio Pecorari to further develop his customs, administrative and business knowledge, passing the customs broker exam in 2004 and joining the professional register.

He later served as a member of the Confindustria customs committee in Rome.

With growing experience, he was elected Vice President of the Pordenone Export Consortium at Unindustria Pordenone, where he worked on the internationalisation of companies from Pordenone and beyond.

After this role ended, he continued to work as a consultant for Unindustria.
